Will one dvd drive do?

I am building a new computer and I am wondering if I can just use one dvd drives to burn dvds and read cds. My old computer has 2 drives a dvd drive and a cd drive.

Yes, One drive is sufficient, so long as it is a dvd burner drive. There is a difference between and dvd rom drive and a dvd burner drive.

Yes, a DVD writer can read/write both dvd and cd.
It is better to have 2 if you have them anyway.
Makes copying easier. And sometimes when you install programs you won't have to swap disks.
1 is good enough. If it's 2 make sure they're on separate IDE cables/channels/controllers (whatever you want to call it) to reduce the chance of data corruption and slow down.
