Different ways you might want to use it include video mail, video IMing, video calling and conferencing, making videos, and web streaming(publishing live video through a web site).
If you wish to stream video to the internet many companies offer that service for a monthly fee, you could also do it yourself, but it takes some technical know how and a lot of internet bandwidth, which makes it impractical to do it yourself if you want more than one or two people to view it at a time.
Useless information: webcams were originally sold pretty much so people could either video conference or stream video to the web, video IM and video calling programs didn't really even exist for several years after webcams came on the market. The first webcam streamed video of a coffee pot, probably so they knew when it needed to be refilled.
I think the purpose was to have a face-to-face with someone you are IMing with. What seems to have happened was that the porn industry said "Lookee here. We can make money with this stuff".
It still serves the original purpose, and is moving lots of money from the second.
