Is it ok for me to unplug my external hard drive when my pc is turned off?

You can unplug any USB device as long as you stop it first. If you go to the system tray (located by the clock) you will see a USB icon (you may have to put your mouse over the < to extend the bar). Double click on the icon and find the drive that the harddrive is. You then click stop and you will see a note that the drive can now be removed safely.

If it's usb, it is always better to 'stop' the device. Usually by the clock there is an icon to 'safely remove hardware'. Then power down to unplug.
But powering down the pc sould be good enough to unplug it.
You should disconnect the drive first, by turning it off from the USB icon in the tray. Right-click and select "stop", then you can safely unplug teh drive. Unplugging it while the somputer is off could posibbly corrupt files or drivers on or for the drive.
