You don't want 98 SE.. It is old, out of date and no longer supported by Microsoft. Besides it won't solve your USB problem. Yes you can upgrade to XP over a 98 platform. Windows XP recognizes USB accessories automatically and you will be much happier with it. Find a friend who has a XP install disc or check with a local repair shop, they always have the programs available for reinstalls. Watch out for "Bit Torrent", often you get more than you asked for, nasty viruses often accompany free stuff that looks like a good deal.
No, it isn't. Windows 98 went end of life years ago, and even then it wasn't distributed over the internet.
You can, however, upgrade to Linux for free - and your USB will work too!
