Answer:
Woah, it could be a lot of things. Here are some questions you have to be ready to answer.

Have you got software for running a DVD?

Is it actually a DVD ROM or Recorder (as opposed to a CD ROM). Seems silly but worth asking.

Is your DVD Player/Properly installed(drivers etc.)?

Is your DVD Player/Player properly installed(hardware plugged in, internally, etc.?)

Is your DVD a region 2 DVD?

Does your DVD contain a DiVX, XViD or some other file extensions that could be seen as non-standard?

And last but not least, my favourite, is your DVD blank, scratched or upside down.

I think if you answer these questions, you'll get to the bottom of it. Otherwise, you'll have to ask yourself if someone is sticking pins in your computer's voodoo doll somewhere. And that's harder to deal with.

Good luck
Have you actually got any software that will allow you to play a DVD? Like Nero player, InterDVD, WinDVD or Power DVD?
I'll assume you have a DVD drive. Do you have DVD playback software?

If not, downoad VLC. It's free.
you need to install or download software which is compatible to play DVDs on your comp
Go to start, then my computer. The dvd should be in this file. Right click, and go to "open with"... then press "windows media player", which everyone should have on their computer, or whatever other dvd playing software you have. then it should work.
you have to start the DVD viewing program manually, (it's happend to mine and it's so annoying) you can usually find it in the start menu, probably somethink like power dvd or sometimes the folders called my cinema or dvdplayer or somethink. (or you can download one for free from www.download.com ) once you've opened the dvd program you can load it up from there.
Is it definately a DVD drive and not a CD-Rom?

If so, then open Windows Media Player, click File, the Open the drive to start watching. If that works then your pc hasn't been set up to automatically start playing DVD's.

If not and it's a CD drive, then you may have to invest in a DVD drive. I bought an external one for about 40 quid. They might even be a bit cheaper now? Of course you could also buy an internal one if you feel confident enough to install it.

Good luck.
