Can you start a webcam without the CD?

Yes... some computers will automatically detect it after you plug it in... if not you can donload the driver from the manufactures web site... you can use windows movie maker (which comes with most computers XP and above) to capture video.
After the drivers are installed...YES.
If you have no driver disk you can get the drivers from the net.
