I have a sd card flash drive when i put on the pc and try to open it it always says format and when i format?

it doesn't finish it says error could not format what can i do to be able to read it

If you have tried formatting it, then any data that may have been on it has been deleted. The card is defective - contact the manufacturer for a replacement card.
