Can a 1.1 USB port be upgraded to 2.0 and is this a do it yourself job?

That's a hardware change not a firmware change.

You can buy a new PCI card with some USB 2.0 on it.
The old ports can't be upgraded, but you can buy a PCI card that provides USB 2.0 ports.
No, it's a hardware upgrade, not a software one.

But you can do it yourself, USB 2.0 cards are pretty cheap nowadays and all you need is a phillips screwdriver, and a few minutes to turn off your computer, slide the case off, and plug it into an open PCI slot.
