Answer:
I would think that you need to install the drivers for your PCI USB 2.0 card.

I see from your additional information that you didn't get a driver disk with your purchase. Do a search for the manufacturer of your USB card and see if they have drivers for you to download. (Make sure the drivers you download are for your specific USB card as some manufacturers may have different chipsets on different cards.) You may also need to install Service Pack 2 for your Windows XP installation. Microsoft updated USB 2.0 support when they brought that Service Pack out.

Someone who responded prior to me suggested that you wouldn't need drivers if you are running Windows XP or Windows Vista, but I can assure you that I've had to install drivers and I'm using Windows XP Pro.
What operating system do you use. Only Windows XP and Vista support USB 2 without an extra driver.
Have you installed the drivers for the usb 2.0 pci host card
This might sound silly. but are you sure you are plugging them in the NEW usb ports?

my sis had a pc with two usb 1.1 at the front and 2 usb 2 at the back (INFURIATING!)
