actually both play a big part, Internet tends to consume the processor and memory, also you have an small disk and low memory too you should boost it up adding more memory to reach 512MB...
Not sure how much stuff you have loaded in your dell, but 30 gig is a very small hard drive? I would look into upgrading to a newer computer with a bigger HD, at least 80 gig, and maybe a gig of ram, that should preform much better for you.
It could be either. But, it is most likely spyware/malware that is slowing your system down. Run Windows Update to ensure that you have the latest security patches, and then download some Anti Virus software. Then, download a Spyware scanner such as Microsoft Windows Defender. Hopefully this will help your problem.
sounds like an older machine running sdram. that is still an ok machine to use. you can have it wiped out and reinstall the operating system. depending on which you have on it. if you have dial-up for internet, it is going to be slow no matter what you do to the computer.
im assuming you mean 3ghz processor 256 mb of ram. i would go buy some more memory for that. if you only have 256 and are running a 3ghz processor thats why its laggy. you can find out more by right click on my computer then going to properties it will tell you the info you need for buying new memory

You should bring your ram from 256mb to 1GB of ram(1024mb).
That will help a LOTT!!! I build computers, and I can tell you that you need at least 512mb of ram for windows xp, but a full gig would be best, or more. I just built a new pc with 2.0 GB of ram and works super great!!!
If you have cable modem or DSL it is probably your PC.

256 mb of RAM is hardly enough to run Windows. You probably see your hard drive activity light going wild from all the swapping your system is doing.

Go on PNY.com and locate yourself some more RAM. Its a quick install and should make a world of difference!

256MB of RAM is pretty low for today's standards. Right now, 512MB is pretty much the minimum to run any software on a modern machine. If you're running Windows XP or Vista, you'll want at LEAST 512MB, but preferably 1GB (1000MB) of RAM, as these are higher-end operating systems, resource wise.

I'd suggest upgrading your RAM. RAM is fairly inexpensive to upgrade, and very easy to replace. Just make sure that you get the right kind. There's a few different styles of RAM, and your computer's motherboard will (probably) only support one kind. You'll want to check out the manual for your computer and see if it tells you.

To replace the RAM is a pretty simple process. You'll want to take the side panel off of the computer's chassis. Just use a regular Phillips screwdriver.

Once you've removed the panel, look for the motherboard. It's going to be the big circuitboard that everything is connecting to. On the motherboard, you should notice -- usually around the middle -- a single, straight, thin piece of circuitboard that's sticking up. Should be about six inches or so. This is your RAM stick. Since you only have 256, you'll probably only have one of these.

Now, to remove it, on each side of the stick, there are two levers. Just press each of them down to release the locks, and then pull the stick straight out.

To install the new stick(s), just place them down in the slot and press down until it clicks into place, and each lock lever is back into the locked position (These will lock themselves automatically once you slide the stick in. If they're not locked, you didn't insert the stick properly.)

Put the side panel back on, boot it up, and you should be good to go.

Now, determining how to actually purchase your RAM is going to be the tough part. If you want 512MB, you've got two choices. You can either purchase another stick of 256MB, if your motherboard supports multiple sticks (most support two or four, higher-end models can support crazy amounts), and install that one stick to go alongside your current one. 256 + 256 = 512.

Or, you can purchase a 512MB stick, which I'd recommend. Now, you can either install the 512MB stick by itself, and just have 512MB of RAM, or you can install it to go alongside the 256MB stick, for a total of 768MB. While this is, of course, better than 512MB, some motherboards only support UP TO a certain amount. And if it's an older board, chances are the top limit might be 512MB, so there's a chance that the board might not boot at all, or it'll just ignore one of the RAM sticks altogether. Be sure to find out by reading the manual.

if it happens offline as well, it could be your pc, your video card could be slow , or your RAM, if its only the internet appearing to be slow , an your using dail-up, thats probably why, i would recomend either dsl, or cable (the fastest) , a little more $ , but worth it. , if its ur pc, maybe its time to get a new one, if you gettin vista on it ,i would get at least 2gb of ram , thats what people recomend for vista
