I want to know what is the best not what you have or your next door neighbor has, also not interested with liquid cooling.

Zalmans 9500 for amd or intel! I use these heatsink and fan in my shop and they work wonders for keeping the cpu cool, and great for overclocking. You can look into the 9700 also but the cost is a bit more about $15, Newegg.com has the best prices.
Artic Cooling Freezer 7. Cheap and cools very very well.
