An optical mouse uses an LED underneath to detect movement. On most surfaces it works great and can be used without a pad of sorts. I use one with my work laptop and have used the desk, table, wall and even my pants as a surface for the mouse without a problem. The only times you will encounter a problem is if the surface is very reflective (like a mirror or glass) or is too uniform in colour (like a sheet of white paper).
Yes, you should use a mouse pad for an optical mouse. In fact optical mouses are harder to use without pads than normal wheel mouses.
