Second, you should get Firefox http://www.sleekbytes.com/picasa-google. install it and use it. You may choose to use the Google Toolbar or not. This will add functionality to your browser.

If you are the kind of person who likes choice, then also get http://www.opera.com now you have 2 browsers you can use and none of them will let any popups get through.
You can still use Explorer, and you can turn on the messaging utility by running again the utility mentioned first.

get google toolbar, it has a great pop up blocker.
Enable the popup blocker you have in the Internet Options in IE. Then go to Add/Remove Programs if you are running XP, and uninstall the adware/spyware programs that often cause this to occur. If you have no idea what software some of them are, then let us know on here and we can tell you if its good to remove or not. BTW: FireFox is a better browser in my opinion - I never get popups ever and I don't use annoying software like Google Toolbar or anything like that to prevent them.
Try down loading google tool bar, it has a reliable pop up blocker.
Your browser may have been hijacked so get hold of a copy of HijackThis and run a scan.
In particular look at the BHO (Browser Help Object) section for any suspicious entries
and put a check mark against them and click on the Fix Checked Items button.
