External Hard Drive?
I have a 250 gb external hard drive that I have been using for a few years. One day, when I turned it on, it turned on successfully and XP made the noise acknowledging that a new device was connected. However, the HD did not appear in "my computer". Things I have tried that have not worked:
1) Disk Management - Drive does not show up
2) System Restore - nothing.
3) Using a different computer for the external - "
4) Visually inspecting drive - no obvious dents, the power light turns on fine, but the "drive in use light" never turns on.
5) Safely remove Hardware - This icon appears in the taskbar but nothing is listed inside of it.
At this point, I dont even care about the drive, I just want the files off of it. Any suggestions?

All may not be lost
Most external drives are just a normal IDE drive in an enclosure. If you open the casing you may be able to extract the drive and put it into a computer as the second drive if the drive is OK but the USB side is what has gone down then you should be able to access your files
Unfortunately I think that the drive is (excuse the technical term) F*gged. From your description the USB electronics are fine but the drives own electronics are not. If this is the case then without a very expensive data recovery setup there is nothing that you can do.
