Can I use an external hard drive to run a program, like Adobe Photoshop Elements, or Musicmatch Jukebox?

These programs have an editing engine and may include a large photo or music album. In other words, would I be able to use my external hard drive to edit and catalogue photos and music (and not just simply to store them)?

Yes change the file location to the external hdd when you are installing the software.
An external HDD will be slower than an internal HDD in general. If your computer and external hard drive have an eSATA connector it should be the same speed as an internal drive.
