well considering i have no idea where you live, i can't tell you, but agp is gonna be a lot harder to find around a town cuz pci-e is the "top gun" in almost all new pcs
AGP video cards are getting to be old technology these days, so they should be relatively affordable wherever you look. Most computers these days use PCI Express for their graphics cards.
Finding one over 32MB should not be a problem, since the standard these days is 256MB.
The big question is how cheap is cheap? Most in-store suppliers like Best Buy, Circuit City, and CompUSA will have cleared out their older inventories by now, so you'll have trouble finding anything lower than a 128MB AGP card, and that may be more powerful and more expensive than what you're really looking for.
If you need a seriously cheap, local solution I'd check your local newspaper or Yahoo listings for computer fairs, or check on Craig's List to see if anybody is trying to give away or sell their old computer. You may be able to scavenge a 64MB AGP card that way for free! I've done that before.
I know you said you're against online shops, but you'd probably have the best luck with something like EBay if you're willing to give it a chance.
Best of luck,
GL
