The roller on my mouse will not scroll. why?

You need to update the driver on it. Look at the bottom of the mouse, for a model number. (Mine, for example, is an IBM MO28UO.) then google, for example, "IBM MO28UO mouse drivers." Also if it is new like you said, it may have come with a disk. If so pop in the disk and hopefully it will automatically prompt you to install the driver. If it does not, go to your control panel, then go to system, then go to device manager. Find human interfaces in the list, and click it. In that subcategory find the one that says mouse and double click it. When properties comes up click on the "drivers" tab. Then click on UPDATE DRIVER. Then when it asks if you want to select a location for your drivers, select the CD drive where your disk is located and click ok.

If it came with a cd and you haven't loaded into your computer you may want to try that first.
You need to install the driver that came with your mouse. (If your mouse came with a CD.) If it didn't you can download them from the manufacturer's website.
The mouse's ball is dirty. I'm not being nasty but the mouse ball contacts 2 rollers. After a period the rollers get clogged up with crud. Take out the ball and clean the rollers.
If you just bought a new one, you should return it and exchange for a new one. Bring your receipt for the exchange. If it still won't scroll, then you prolly need to install the drivers for the mouse. If it doesn't come along with any drivers, download them from the Net.
Check the rollers underneath the mouse ball. Make sure the rollers are clean and nothing is sticking to it.
Well those types of mouse things, or "mice". eventually get dirty on the roller thing, or the ball... so you need to oppen up the mouse and clean the ball and the inside area.
Go into your control panel and then double click on the mouse icon and make sure the mouse wheel is on. You should also be able to customize your mouse in this section.
