U should buy a TV tuner card for Ur PC to make Ur PC as a TV.and not a USB, u can watch TV if u have a e-card usb that support Ur PC .no it doesn't affect Ur computer if the reception is bad.
I presume that USBTV you mean a flash drive to download your TV program on to and take it where ever you go?
If so, you are downloading it direct form the providers, and not recording it off the TV reception whilst watching it. I don't think your arials. Also, these things (USBTV) cost a bit. You could spend the money on getting a good arial. I recently a USBTV flash dirve, I was able to store TV programs, photos, videos and music and take it along with me to play/listen anywhere I had internet access and a PC or laptop.
