in all likelyhood, yes..
any 'lottery' that says you need to pay them money to claim a prize is full of BS generally (especially as they're probably asking for a decent sum of money..say 2 to 3 grand?)
you might be able to get the authorities involved, but if its all email based, they may have some issues..
You should never give your personal information to anybody on the internet. And don't trust these sort of emails - I regularly get them - prize winner, lottery, free money, - they are all scams.
Think about it. Did you enter a lottery? Then how can you win something that you did not enter in the first place? Provided that you did enter and won (which is a rare possibility), do you think they would contact you by email or telephone? Another example of this scam are emails that require you to re-enter your banking information because they "faced problems with their servers". Never respond to such emails even if they look like legitimate ones! Banks never lose such information and they never request for such information.
You should immediately get professional help to prevent yourself from becoming an identity theft. Contact the police for advice on what to do.

There is no Yahoo or Internet Lottery, it's a scam.
I used to post links to the debunking articles about this, but I've seen so many questions about this absurd "Yahoo Lottery" that I don't bother anymore. The people posting clearly can't be bothered to type two words into a search engine, or read the links Yahoo brings up when you try to submit a question about it.
