I purchased a MESTONE WebCam from China, but i cannot get it to work.?

It came with a CD, but every time i click on the CD from my computer, my CD ROM can't read the information from the CD. The language is also different. Its a WEBCAM i purchased for about $11 in China.

you should buy a webcam at walmart, not in china.
