Installing Windows XP on your Sony PSP is impossible.
However, you can use a program called Portable VNC v1.2.6 to remotely access any computer through an internet connection.
Go here to download:

Then, download TightVNC:
http://www.tightvnc.com/
Install and run TightVNC on you computer. Configure it to your liking.
Back to the VNC part for your PSP. In order to use any homebrew (not Sony-supported) software, you must have either FW 1.50 or below or a custom firmware.

Make sure you have a suitable/compatible/large enough Memory Stick Duo. Copy the Portable VNC program onto the memory stick and use it!
If you heard about doing this (and I havent), they should have supplied a source to find the information at.
What good what it do you? The RAM, processor, etc is pointless.
you can already surf the web, and steam music/videos/photos, play games, etc.
What would xp do ?
You cant. Windows XP needs 128 mb of ram. the psp does not have 128mb of ram
