Are device drivers part of my hard drive or do the reside in the mother board.?

Basically I have been having problems with my drivers and I am fed up! Can I simply replace hard drive and start over?

The drivers reside in the hard drive.
After a clean install of an OS, motherboard chipset drivers should be installed next, then the graphics card driver, audio driver, etc. before you load your softwares.

Worked for me flawlessly on 3 laptops and 6 PCs that I'm currently maintaining.
Device drivers are software that get installed onto your hard drive as part of your windows configuration. They allow windows to control specific pieces of hardware.
