Will an NVIDIA 7950gx2 work at its full potential on an Intel D975XBX mobo?

I read somewhere that this card will only work at its fullest on an SLI mobo.

I don't see why not. Unless of course you're talking about pairing GX2s in SLI mode for effectively quad performance.

Maybe the quote you're remembering was taken out of context? For example if a review was written when the 7950GX2 was brand-new and the fastest card out there, perhaps they were hitting CPU limits and could only hit the card's full potential with faster than mainstream processors- and the mobos which supported them might have only been high-end boards with SLI support.

Since the GX2 is giving you SLI performance in a single slot, I don't think SLI support matters for any single-card setup.
take care about the latest drivers,and your chipset 975 is one of the latest appear on market place,and it works very well on a normal mobo,not really SLI.
