How can i overclock?

I know of all the issues with cooling and it possibly frying my processor, DONT GIVE ME ANSWERS ABOUT THIS I ALREADY KNOW THAT!! AND I HAVE ALREADY BEEN PREPARED FOR THAT!!
ALSO: i will go by changing the FSB speed little by little (200MHz--->205MHz and so on)
What i want to know is how to overclock it

way to much to explain. The pentium D 820 is not really a processor you want to overclock anyways. Then you have to know about the memory settings.
OK, since you mentioned that there's NOTHING in the BIOS to suggest you can overclock, there's nothing more you can short of buying a new motherboard, it's because some motherboards (Especially ones from Acer, Dell, HP etc.) do not have those.

Motherboards that cost at least 200$ do have overclocking features enabled.
Since you mentioned that there's NOTHING in the BIOS that will let you change the processor's settings (multiplier, FSB) , Your options for overclocking are Slim / Zero.

The clock multiplier of the Pentium D 820 processor is locked just like by Intel’s single-core solutions. But the CPU can be overclocked by raising the FSB Frequency (if your mobo supports it), you will have Heat Issues once the FSB is set to 250Mhz or more.

You need an extremely efficient cooling solution, a water-cooling system, for instance, if you intend to try overclocking your dual-core processor (beyond 250MHZ FSB.)

Since it seems like you are unbale to perform BIOS overclocking (since you have no FSB settings in the BIOS) your only option would seem to be software overclocking. There are applications that allow overclocking from within the operating system.
Clockgen is one of the popular ones, but software overclocking is very limited since you probably cannot modify the voltage settings of the CPU and memory. Memory timing settings are very important as well. Without voltage and timing settings I think that your max overclock will probably give you an additional 10% to your CPU speed.

Other overclocking programs are CPUFSB and CPUBoost. You may need to try a number of applications until you find one that works with your motherboard. You should also remember that not all motherboards can be overclocked.

My current system is an overclocked Pentium D 945. Stock speed is 3.4GHz and it is currently running at 4.08GHz. I had to raise voltages on almost all motherboard components to achieve this overclock. The FSB has been raised from 200MHz to 240MHz. I am not using water cooling - just a high end heatsink.

Edit:

An unlocked processor is one where you can change the mutliplier. AMD and Intel CPUs have locked multipliers except on their "FX" and "extreme" series. Most overclockers simply change the FSB to increase the speed. An unlocked CPU gives you more flexibility.
You need to chane motherboard as it doesnot have option for overclocking
