I hve a compaq presario and i want to use the recovery disks for my dell computer. Will that work? Im assuming alot of drivers the dell needs wouldnt be there but if i got them would it work?

Tempting as it might be, I would not advise spending the time to try it. The disks will have things not needed and lack things that are. If the disks are set up properly, they might even detect the wrong machine and refuse to install.
Didn't work with my HP using Compaq recovery disc's. Everything looked like it was loading. but then it froze up or install an incomplete OS. Not sure if recovery discs also include BIOS information, but It definitely didn't work for me
No But if for some reason it did you would have to recertify with windows and purchase another license. Drivers or not
