A sticker on my comp says it has 256mb and when i go to the control power it says i have 704 which is right?

go to:
Control Panel > Performance and Maintainence (if you dont see this disregard it) > System
whatever the window says under ram is how much your computer has
256mb of what? It all depends. It seems like you are talking about RAM, so you should believe the 256 because with RAM it goes, 128, 256, 512, 1024, 2048. There is no 704.
the 256 is the amount of Ram and the 704 is your processer speed. right click my computer and it should show 256mb of ram.
If this is a second hand computer the previous owner might have added extra memory, hence why the sticker might be off.
Also, it might be possible the sticker is saying the 'video memory' ram your video card has, while the system properties window always gives you the normal ram memory numbers.
The most fool-proof way of finding out how much ram is installed is either phisically openning the computer and looking at the ram sticks, or carefully reading the screen while your computer is booting, as it always gives you the ram value in kb (1gb = 1024mb = 1048576kb).
If you do get 1048576 as the number, while the system properties windows reports only 704, it either means your system is configured to run with 704mb ram (start -> run -> msconfig -> boot.ini -> advanced options -> MAXMEM), or, your computer is using an integrated video card on the motherboard (shared video) and is using a part of your ram for the video (1024 - 704 = 320mb for video).
In your case, i'm suspecting this is a second hand computer with 1gb of ram, of which 320mb are allocated for the video card.
