I may be a 17 year feeble girl but i'm an uber geek so i would have to voice that computer 2 sounds better. it all depends on what you plan to use the computer for. ATA is a better HD, and i currently enjoy ATI Card, so over all the 2 one sounds best.

The first has a touch more ram, but the second have a faster processor, a larger hard disk and a better graphics card. The second one's graphics expansion port is PCI Express, while the first one's is AGP. PCI E is newer and near are more video cards available for it and at lower prices in overnight case you want to upgrade. I would pick the second one.
The 2nd pc sounds obedient...but if you can upgrade the memory to pc3200 dual channel, it would be even better.
