Computer very loud!?

Sounds like something isn't fully seated, and is vibrating, probably the side panel or other part that is not in place while you were cleaning it.
Try applying a small amount of pressure in different places on the parts you have removed during cleaning while it's making that noise, and see if it stops.
If you can pinpoint the spot its happening at, you can apply a little rubber gasket, or piece of paper or something to keep it from vibrating.
Hmmm...maybe you should get a new computer from hp or something.

See if the fan is touching something.
Did you also clean the vents on the computer to make sure they are not full of dust/dirt since that is how it vents out. If the vents are clogged up then the computer will get hot and it can cause the fan to run constantly, making it sound louder.
if it ran quiet apart, then maybe adjust placement of fan and screws, maybe rubbing against frame, if you meant it squealing, may be bearings, take apart fan casing peel sticker off end drop one drop of lite oil on center, test and reseal and try again,

Make sure no cable.wire is being is snagged by the blades and tighten the four securing screws equally.
The bearing may be wearing off. Might as well change it for a new one - not that costly.
when you put the side on, you are moving cables into the fan blades perhaps
or the bearings are going on the fan causing the noise intermittently
leave the side off for a few days does the noise come back - if not and it comes back the second you put the side on then i stand by my first answer

Where is the loudness coming from? Power supply, heat sink fan (on the motherboard), any other fans, or the Hard Drive? Did you use compressed air to clean everything out including removing the power supply to clean it properly?
If you need to remove the power supply just write down how everything was connect so you can reconnect it the same way. Make sure you turn off the computer, disconnect the power cable and then hit the power button once to discharge any remaining power before you work on the insides at all.
It's possible that the bearings on one of the fans is going bad. I had that happen on a video card I had added and had to replace that fan.
It's hard to answer your question without pinpointing where the "loudness" is coming from. Could be the power supply going bad, the processor fan going or it could be the hard drive itself going if you are hearing a loud "whining" noise - note: back up all your files right away if it is coming from the hard drive - you risk losing everything.
Unfortunately with Dells if it is the power supply going you are stuck with dealing with Dell to get a replacement. They have proprietary parts for almost everything and you can't just pick up something else and stick it in.
