If I compress my Hard Drive will it run slower?

Personally, I've only done it with a computer that wasn't exactly blazing-fast already, but I don't recall experiencing any major slowdowns because of it. If you can, make a backup so if you decide it's not worth it, you can still roll back.
Faster, as compressing it will give the hard drive more space available to it to which to allocate data space

Yes, to read the data it must be" decompressed". I doubt that it will be all that noticible, and the benefits {more HD space} will be worth it. Be aware that you are putting 16 "pounds" in an 8 pound bag, and it may
cause problems. Make sure you can recover your data by backing it up somewhere. Would I do it? No, drives are too cheap to buy these days.
