What should i do to make a dvd and is an ordinary empty cd enough?

No. If you want to make a DVD then you need blank dvds. You can make a VCD with a cd. But that's about it.
You need a DVD writer AND bland DVD disks.
A DVD writer will write to an ordinary empty CD but it will be a CD, not a DVD.
It would help if I knew exactly what you are trying to do, what you are trying to write to the DVD etc; but, in general, to make a DVD, you need a DVD disk, not a cd. You also need a drive that is capable of writing to a DVD. If your drive says "RW" somewhere, it is capable of writing to a DVD.

Then you need a program which can write to a DVD. Windows Vista comes with such a program. For Windows XP I recommend the free program DVD Flick which you can find at http://www.dvdflick.net/ A good tutorial on how to use it is at http://lifehacker.com/software/dvds/hack...
