Can I Rebuild These Computer?

Why Dells? junk them and buy a computer or better yet build one.
if these dells were biult so long agi, you should just get a whole new case and motherboad and all the other parts you need... a build for a windows 98 and nt i would doubt run vista. if it does, it will run it very slowly.. and you need a minimum of 1 gig of ram for vista home premium. unless you want days of headaches with vista, i suggest you buy an XP cd and build a xp system.
You are gonna need to start from scratch. Vista requires
1 GHz 32-bit (x86) or 64-bit (x64) processor
1 GB of system memory
40 GB hard drive with at least 15 GB of available space
Support for DirectX 9 graphics with:
WDDM Driver
128 MB of graphics memory (minimum)
Pixel Shader 2.0 in hardware
32 bits per pixel
DVD-ROM drive
Audio Output
Note these are minimum requirements. There is no way you cost effectively rebuild the ones you have to be Vista compliant.
I could go into details, but the best answer to your question is.. don't waste your time or money -- you would be much better off buying a new pc with 2 Gigs of ram and a Duo core processor -- you can get one on the cheap for about $650 (yes you can, go to dell outlet and keep checking till one shows up -- I have bought 2)
Vista requires a whole different chipset and filesystem from Win9x. You're looking at a whole new machine if you want Vista. I$n't Micro$oft wonderful?
Switch to Linux.
buy a new pc, Upgradeing both would bring you to the $4000 cad range so I advise you to buy new pc's that come with vista for you cna get them for $800 cad each.
