that is my mother board , as you see , there must be a pci express x16 slot , but next to pci slot there is a space that pci express slot must be there. i think the hp company forgot to put it on my computer ..

Actually it was prob designed so that the same mb could be used as an upgrade path to a newer mb.
If you really liked to customize a board like what we did in the 70's you could actually update the board yourself.
You'll prob find that same board being marketed in a newer version with that feature enabled for a little more money.

The pci e x16 slot was omitted to keep costs down.
That particular board has integrated graphics. If you want better graphics you will have to use a regular PCI graphics card, not a PCI-E.
There is probably a upgrade to that same board that does include the PCI-E slot.
