Semprons have been known to be REALLY good OCers. Assuming you're using DDR400 memory, you won't get much headroom as you're defaulted to a FSB of 200, and that's the speed the ram is at. You might be able to get a stable 225 FSB and you might be able to get to about 1.8-1.9ghz.
Go into your bios and assuming you have the ability to modify your FSB, slowly increment it up and see if your system is stable and doesn't randomly crash. Run a stress test like Prime95. If after say an hour it's fine, increase your FSB some more. Note, that higher the FSB, the hotter the cpu will get be careful.
