My pc wont boot?

You say it's a custom-built? It's quite possible the person DIDN'T DO IT CORRECTLY. I suggest taking it to a computer repair place and having them take a look at it, see whether or not it's even FORMATTED.

1) get an XP or something
2) try to get your computer to the options menu Ex. pushing the esc key
3) R u sure your monitor is even working?
4) Keyboard working, (yes my computer has issues if it doesn't have a keyboard)
5) perform voodoo to get the virus out
I had this problem when I incorrectly installed a RAM chip, so maybe you don't have enough RAM memory, or it is installed incorrectly.
First of all who uses something as old as Windows 98 and second of all it is highly possible that your hard drive might be damaged! YOu haven't fully explained if you can at all all log in windows if you can then immeditely get rid of win98 AND install win2000 or above !
