The quickest remedy is soak a bit of cotton with Rubbing Alcohol and wipe around the CD softly (it doesn't matter what direction, whether it be from the middle out or around. Cotton has very minimal fiber weight that will not result in any more CD scratches. Once you're done that, grab a paper towel and just press down on the CD until it is dry.
Or you can go out and spend money on a scratch remover or lens cleaner.

I find best way to clean them is to get a soft cloth and do not wipe the disc in circles that will scratch it. your suppose to go in staight lines all around the cd starting from the middle and going out.
They have CD scratch removers that you can buy from your local 99ยข store. They also have a pretty advanced CD scratch removers on ebay.
There is something called a disk doctor which is a small $17 handheld crank device that grinds off the scratches with no problem. Good as new disk.
Tooth Paste is also said to work, but I wouldn't bet the farm on it.
The proper way to clean a disk is to push from the center outwards, not in circles. I prefer to use isopropyl alchohol (at least 70%). It's a great disk cleaner.
Skip doctor works well, if you don't want to spend that much though you can use rubbing alcohol with a cotton swab and clean it that way.
