You can try this tool to fix it:

Good luck!
You need to reinstall your computer, or boot it up with a startup disk if you made/have one, and fine the file on the disk, and put it back on your computer, hope this helps, I know error messages are quite irritating, especially on start up.
Try to boot into safe mode by pressing F5 several times when you turn on your computer. It may be possible to to restore your computer to an earlier date when it was working OK.
You need to do a windows recovery, You said a DEL, they don't come with the original Windows Disks, and your Windows Product Key won't work with it anyway. I sugest you take out the hard drive and put it in another PC. Copy all your data to another drive. Put your drive back and use your recovery cd (Will wipe every thing) When done you can put your data back from the copy you made!
First, try pressing F8 during the boot process, then select 'last known good configuration'. If you have the regular setup for XP Pro, hopefully you have not turned off the registry backup feature. This should allow you to revert back to the last time your registry was backed up (perhaps as long as a week ago).

If that doesn't work, you can get your XP PRO installation disk, load into your CD ROM, and boot from it. Choose 'R' to repair your installation.

It should reinstall your OS files, but not mess with your programs. However, if your registry is really corrupted, you will likely need to reinstall your programs, although your data files should be OK.
If the software hive is corrupt, it may be possible to rename the software
hive found in;
%windir%\system32\config\softw...
to software.old
then copy the most recent backup found in
%windir%\repair\regback
as
%windir%\system32\config\softw...

If that fails you can copy/ use the file
%windir%\repair\software
This file is an image of the hive at the time the OS was installed, so you'd
have to reinstall all software. This being the case you might just as well
blow it away and start a new install. (note: this would at least allow you
to start the OS to make any necessary backups prior to wiping the drive.)

To start the Recovery Console, start the computer from the Windows 2000
Setup CD or the Windows 2000 Setup floppy disks. If you do not have Setup
floppy disks and your computer cannot start from the Windows 2000 Setup CD,
use another Windows 2000-based computer to create the Setup floppy disks.
Press ENTER at the "Setup Notification" screen. Press R to repair a Windows
2000 installation, and then press C to use the Recovery Console. The
Recovery Console then prompts you for the administrator password. If you do
not have the correct password, Recovery Console does not allow access to the
computer. If an incorrect password is entered three times, the Recovery
Console quits and restarts the computer. Once the password has been
validated, you have full access to the Recovery Console, but limited access
to the hard disk. You can only access the following folders on your
computer: %systemroot% and %windir%
seems that your registry is corrupt. you can do a number of things. one is to reinstall windows form the original cd choosing repair instead of fresh install. take note that all the setings that were stored in the registry are lost. if you suspect that you have viruses you can remove your hard drive and place it in a functional windows xp machine and scan it with an antivirus. you can also run hiren cd and diagnose the hard drive to see if it's in good physical condition. if you have important data or don't know much about pcs maybe it's a better idea to ask a pro to fix it.
