No! There is no way that HP or any other computer company in there right mind would sell a desktop with those specs for under $500. The specs you mentioned would probably run you $750-$800.
This would be a price for a computer with onboard sound less speakers and monitor.

Later when you upgrade from onboard video to a graphics card, make sure it supports DirectX 10.

My opinion:
It will require a 600 Watt supply to get the 34 AMP rating. Card can probably play any game at 120 Frames per second.
The 8800 Ultra is twice as fast as the 8600 GTS below.

My opinion: Will require a 500 Watt supply to get the 22 AMP rating. If you do gaming your video card should be as fast as the 8600GTS or faster. Refer to Graphics card gaming performance charts for other cards.
I estimate the 8600GTS is 2 1/2 to 3 times the speed of the 8400GS below.

This video card would not be a good choice for playing games on the computer. You probably would have to play on the low setting. The plus is this is the only one of the three that does not have a fan and will be quieter. This may be a benefit in a media center.
