Always go with a well-known brand i.e. Lite-On, Sony. 52x is 4 times faster than 16x, however if the drive says 52x it's usually a CD drive, not a DVD drive. DVD drives usually have a read speed of about 18x, about the same for writing, and about 8x to re-write on re-writeable discs. There are two technologies DVD-R and DVD+R. Some brands can play/record both and are marked with a + over a - symbol. But if you get a -R you can only use -R discs, so I suggest a +/- drive. Always shop online first, you'll get better prices (usually), and look for the weekly ads. I prefer Newegg.com (http://www.newegg.com/store/subcategory. but mwave (http://www.mwave.com) is good, as is Tiger Direct (http://www.tigerdirect.com).
If I was to buy something, it would be from Toshiba. I trust their products and they are reliable. You will be able to find combo read/write drives as most are sold that way. Point three of your question is the speed you data is written onto the disc. So the difference between 16X and 52X is that 52X is almost 2X faster than 16X,,,,,,
Brands are not usually as important as the components used to make the drive itself. However, many people like Plextor, Sony and LG DVD drives for their reliability and price. I personally like Plextor. Almost all internal DVD drives sold today can read and write. I would recommend one that reads and writes BOTH DVD +R and DVD -R formats. This will eliminate any confusion when buying blank DVDs.
The difference between 16x and 52x is the speed at which the disc is burned.
If you want a DVD drive that can only read DVDs but can write Cd's then almost any DVD player will do. but if you want to make DVDs or copy DVDs then you will need to get a DVD Burner. the cheapest DVD player that I found was at my local wal-mart for about $35.00 to $40.00 and the cheapest DVD burner that I found was about $55.00 again at my local wal-mart.you will need extra software for burning DVDs like Nero or some other DVD burning program. but windows media player can burn Cd's. just make sure that if you rip a CD with media player or even make a cd put your settings on MP3 not WMA format. as far as the 16x or 52x that is the read and write speed, but I found that any cheap CD-R 8x cd will do fine for burning a cd. the dvd speed that I use is the cheap 8x or 16x 4.75gig blank DVD-R or the DVD+R dvds. the slower the cd or dvd burns the better the disk turns out.

its a good price (i have it) its also pioneer and they make some reliable stuff. the difference between 16x and 52x is the writing or reading speed. the higher the number is, the faster it can do either. but bear in mind you don't want to be writing dvds too fast (especially one with videos in) as when at a higher speed, writers tend to skip bits meaning you could get a corrupt file.
i think that pioneer, sony, dell, freecom and samsung are the brands to go for (from personal experiences)
