Why does my Dell Deminsion 3000 keep making a sound like the fan is running really fast in the back?

Your fan could have some dust buildup. Normally it should be spinning at whatever RPM rate it has on the side. Take a can of compressed air and make sure to blow it out. These fans can also wear down on their lubrication after a long time, so be sure to take that into consideration.
its because its getting hot ... maybe it needs a cleanin ...
When your system is hot the fan turns on otherwise your computer would fry.
1) Make sure nothing is blocking the vents on your machine.
2) Using a can of compressed air clean out the inside of your machine.
3) Look at what programs are running in the background (you may want to consider removing some)
Sounds like your computer may need to be cleaned out. Go out and buy a can of compressed air, then open up your computer and spray the heck out of it. Then, make sure that nothing is blocking the fan vents on the inside or the outside.
You may have many processes that are using a lot of memory, then in return is causing your cache memory to fill up constantly with more and more data, all while causing the processor and thus the entire system to use up more power which finally causes the fan to cool the system off the best it can because its heating up. This is a basic summary of all the many things that are running in your computer.
maybe its because it happens to be a dell?try using a better computer, say an apple? umm... it may need the dust blown out of it. Other than windows, it should run fine. Has it always sounded like this?
