How do I get dust out of USB ports on front of PC?

use a dust remover

I'm lucky, coz my scuba cylinders are at 220bar pressure
but I'm sure you can buy cans of compressed air for cleaning PCs
canned air.
Why don't you buy a small paintbrush that is good enough quality for the bristles not to come off and dust the USB Ports lightly.

Always engage the port, connect some device or USB cables. Dust can enter into all open areas, now dust and moisture together will attack any open metal.
