they both are comparable with neither giving any options that are that much superior to the other. The one from HP is made by Asus and is a good Micro-atx, however, for a budget board, I've used Biostars and have had good success with them.
both boards rely on onboard graphics with the Biostar using the Nvidia geforce 6100 chip and the Asus board using the Nvidia geforce 6150 chip. However, the Biostar does offer both PCIx16 and PCIx1 for upgrades while the Asus only allows for PCIx16.
Other than that, both boards are similarily featured and neither would be an upgrade from the other.
