Are the new iMac computers compatible with windows based programs?

Answers:
Not straight out of the box. However if you buy a copy of windows you can use programs such as Apples Bootcamp, Parallels, or VMWare to run windows programs. They all run windows programs at full speed but in different ways. Bootcamp runs Windows, as in the full OS, but not at the same time as OSX. Parallels runs individual windows programs inside of OSX, whilst VMWare has a window within OSX with Windows running inside. Visit www.apple.com for more info.
Not sure what you mean, but any program you install needs to be programmed for the Mac OS. A windows installer won't work.
