If you have the re-install CD that came with the pc, then boot off of that and reformat your drive that way, the pc will be back to factory specs after you re-install the OS, if you don't have it then use a windows 98 boot disk to format it that way, you can go to bootdisk.com to make a win 98 boot floppy. I'd try both eBay and craigslist
take hard disc out & put new one in
Be aware that reformatting a hard drive just removes the short cuts to the files from the file index table on the hard drive. It does not remove the actual files themselves. A good data recovery tool can usually retrieve the files along with any personal information contained therein.
First, make backup copies to CDs, DVDs, external hard drives, another computer or floppy disks of anything that you want to keep.
To clean the disk of all your files and personal information you really need a "Disk Wipe" program that will overwrite the entire hard drive with either zeroes and ones or random data.
Then, you can format and repartition the drive for the new owner's use or let them do it. Let them reinstall Windows or whatever operating system they want because they usually require the input of some personal information at setup. You can include the original operating system CD if you like. However, if the computer came with a recovery CD such as that provided by Dell or Gateway or others, do not include it. Recovery CDs usually contains some of your personal info when they originally set it up.
Use a program to wipe your drive clean. This program will overwrite your hard drive completely.

Then I would order a free copy of linux ubuntu and install it. You will have fun learning a new operating system. I did.
