Bad shut down problems?

every time i try to shut down my computer , something prevents it from shutting down. so i have to shut it down by holding down the power button.what happens is: i press shutdown. my computer will sit there for a couple of seconds. and then it will look like it has shutdown. it will be at a black screen and sometimes there will be a white symbol like this...

flashing in the top left corner. eventually it goes away, so then my computer will be sitting at a black screen looking like it has shut down. but it really hasnt. all the power lights are still on and the monitor power light is still green. and the black screen is still glowing. so it forces me to shut it down the bad way. wat is wrong and how can i fix it?

p.s. rarely , instead of goin to a blank black screen, it will go to a screen with orange and black thick lines goin accross the screen up and down

If you do not have anything you don't want to lose, just reinstall the OS (operating system), it looks like it is missing some commands for shut down, you may have delete this by mistake or even a virus. The simple thing is to reinstall the software.
It is very strait forward so you should have no problems.

first I would just try the system restore, go back a ways before it started doing it, see if that works
