I am planing on buying a computer that has that video card but i didn't know if oblivion would work on it (its a deal breaker!) all the other specs for the computer fit it is just the video card i saw on circuitcity that it is GeForce 6200 and higher but i didn't know with it Being special Edition if it would work or not and yes i can talk a lot

No, it won't even come close. It might be able to squeak out in town or a dungeon with mid to low details but the outside will kill it. Here's a chart of outside benchmarks at full details:

To be playable, you want 30fps or higher. Now obliviously lowering the details will improve the performace, how much detail to you want?
You can also goto the oblivion forums and look at the technical support at ppl and various setups/video cards and how well (or bad) they can play the game. Usually it's a 7600 or higher series.
