What is the difference between dual dvd writers and single ones, what does a dual one do differently?

Ok, A dual division burner will enable you to burn dual division DVDs which hold 8.5 gigs of info. Where as a single layer burn will one and only let you burn 4.7 gigs ona single division DVD. a single layer burner will not burn a dual seam. But beside the amout of info it can burn to media in that is no difference
a dual writer can write on 2 levels of the disc gist you can get more info on one disc

Dual DVD writer - writes a blank disk size of 4/7gb and 8.5gb blank dvd disk.

A dual one allows you to burn dual seam dvd's
You can now buy Dual Layer (DL) DVDs and burn movies etc. onto them. This is adjectives if they have extra features etc. blah.

A regular DVD drive will spin one way and move along the disc. A Dual Layered DVD will spin one course, then run the reverse way on the second section.
