I'm running windows millenium.?

So how do I upgrade from 16 colors to 256 color? When I go into display settings it only goes to 16 color so the problem isn't me being dumb. I just need to find out how to upgrade without spending an arm and a leg. THANKS!! Any good answer would be greatly appreciated. because I'm sick of faded graphics and my screen blinking when it can barely read graphics.

Answers:
You either need to find a driver for whatever graphics card you have, or (if you have one that supports all its features already) buy a new graphics card (pretty much anyone will do for providing better colour support, but make sure it fits in whatever slot your computer has (PCI or AGP will probably be OK, PCI-X is almost certainly out) and that drivers for it are available for Windows ME.
It's not necessarily the operating system... What video card are you using? Is it capable of more color resolution? It should be, 16/256 colors went out with the dinosaurs. Are your video card drivers installed? It's possible that windows is using the default generic drivers. Find out what video card you have and get the current drivers and install them and see what happens..
