Actually a cable modem uses less electricity than your pc, in fact, it uses only about 1.5 times as much as a semi-new cordless phone (2.4 Ghz or up). If it used more than that, the heat problem it would have would fry itself!
Best to leave the thing on when not using it. You should only turn it off when thunderstorms are in the area.
