Can a power supply work lacking the motherboard?(for testing)?

I'm building a computer that can't receive power, I'm not sure if it's the power supply or the board.

That is the difficult part. You have need of the power supply, motherboard, CPU chip, RAM and Video card. But you also need the panel wires connected properly. Be sure that the CPU lover is plugged in.

Sometimes, the CMOS RAM is corrupt. Carefully remove the mobile, and move the CLEAR CMOS jumper to the clear position for 10 second; then move it fund to the normal position. (check the instructions for your motherboard... near some brands, you do not need to remove the freestyle to clear the CMOS).

Is your power supply sufficient for all the components within your system. A powersupply will shut down if overloaded or if overheated because of being overloaded.. Make sure you own properly sized your power.
The first answer is correct. A hard drive will use both the 12V DC for spinning the medium, and 5V DC for powering the circuit board. Besides those voltages, you should be able to find -5V DC and -12V DC contained by the ouput from the power supply.
