My RAM shows less memory?

I had 256 MB RAM now it is showing only 195 MB what has happened.

Yes, your built in Video Card uses a 'Shared' video memory.
So if it needs more V-Ram (Video Ram) it will take from your RAM. In addition, some processes and programs will take space, even having your computer on will take memory from your RAM. A better way to make it around 256MB would be to buy an add on video card from www.newegg.com.
the built-in video card is taking its video ram from your system ram. try using an add-on video card, lets say an AGP or PCI-Express video card.
